What Makes Us Different

A Written Governance System — Not Just a Set of House Rules

Our written Policy & Procedures Manual is the backbone of everything we do — ensuring that every licensee experiences the same consistent, fair, accountable environment from day one.

Policy & Procedures Manual

A comprehensive written manual governs all operations — from admission criteria to daily expectations. Nothing is left to interpretation or informal discretion.

Residents' Rights & Formal Grievance Process

Every licensee receives a written rights statement at intake. A documented grievance process addresses resident, neighbor, and community concerns with defined timelines and escalation paths.

Progressive Discipline Ladder

Responses to policy violations follow a written, consistently enforced ladder — graduated steps, documented outcomes, and no arbitrary decisions. Residents know expectations in advance.

Background-Screened Staff

All staff are background-screened and have signed the NARR Code of Ethics prior to any resident interaction. Accountability is structural, not aspirational.

House Standards

Physical Environment & Safety Infrastructure

Smart Locks with Individual Codes

Each licensee is assigned a unique entry code — access is tracked, shared codes are never used.

Sign-In / Sign-Out System

Structured accountability logging for all departures and returns, supporting curfew compliance and staff oversight.

Narcan On-Site with Trained Staff

Naloxone (Narcan) is maintained on site; all staff are trained in its proper use.

Smoke & CO Detectors

Smoke and carbon monoxide detectors installed and maintained per applicable Florida codes.

Locked Records Storage

All licensee records are maintained in secured, locked storage. Confidentiality is a non-negotiable standard.

Durable Standardized Furnishings

Every room is furnished to the same standard — clean, functional, and consistently maintained.

Camera Disclosure

Security cameras are limited to common and exterior areas only, with written disclosure to all licensees upon signing the Bed License Agreement.

Population Served

Adults in Early Recovery Seeking Structured Housing

Azul Montana serves adults who are seeking a structured, substance-free living environment to support their long-term recovery. Licensees are encouraged to remain in residence for 6 to 24 months to build the stability, accountability habits, and peer community that reduce the risk of relapse and legal recidivism.

Referrals are welcomed from discharge planners, case managers, probation and parole officers, drug courts, hospital social workers, re-entry coordinators, and housing navigators.

Compliance & Certification Status

Pursuing FARR certification under Fla. Stat. 397.487.

The Florida Association of Recovery Residences (FARR) is the state-recognized certifying body for recovery residences under Florida law. Azul Montana is actively pursuing this certification as part of its commitment to meeting or exceeding all applicable state standards.
