Governance Differentiator

A Written Governance System — Not Just House Rules

Our Policy & Procedures Manual is the backbone of everything we do — ensuring that every licensee experiences the same consistent, fair, accountable environment from day one. This is our #1 differentiator as a placement option.

Policy & Procedures Manual

A comprehensive written manual governs every aspect of operations — from admission criteria to daily expectations, chore systems, curfews, and emergency procedures. Nothing is left to informal discretion. Residents receive written information about house expectations, fees, rights, and policies before entering any agreement.

Residents' Rights (16 Written Rights)

Every licensee receives a written rights statement at intake. Rights include:

  • Dignity and respect from all staff and residents
  • Safe, supportive recovery environment
  • All fees, charges, and refund policy in writing before any agreement
  • Privacy and confidentiality of personal information
  • Freedom from unlawful discrimination
  • Participation in their own recovery planning
  • Raise concerns without threat or retaliation
  • Fair and consistent enforcement of all house rules
  • Access to community resources and recovery support

Formal Grievance Process with Timelines

A documented grievance process addresses concerns about staff, rule enforcement, financial matters, privacy, safety, living conditions, and discrimination. Features include:

  • Written process with defined review steps and escalation paths
  • Grievances against staff, the operator, or other residents
  • Community and neighbor concern pathways
  • Grievance records maintained for accountability
  • Zero-retaliation policy for good-faith grievances
  • Grievance procedures posted and accessible to all licensees

Progressive Discipline & Consistent Enforcement

Policy violations follow a written, consistently enforced progressive discipline ladder — graduated steps, documented outcomes, and no arbitrary decisions. Residents know expectations in advance. Certain violations (substance use, weapons, violence) carry immediate dismissal procedures per the written Dismissal Policy.

Recovery Residence Referral FAQ

Frequently Asked Questions for Orlando Professionals

Common questions from discharge planners, case managers, drug court coordinators, re-entry specialists, and housing navigators in the Orlando metro area.

QWhat is a NARR Level 2 recovery residence?

The National Alliance for Recovery Residences (NARR) defines four levels of recovery housing based on structure, support intensity, and governance. Level 2 (Monitored) residences provide structured, substance-free supportive housing governed by written policies, resident rights, a formal grievance process, and consistent rule enforcement. Level 2 is not treatment, detox, or clinical care — it is accountable peer-support housing for adults who can live with some independence and are actively engaged in their own recovery.

QHow do I refer a client to Azul Montana in the Orlando metro?

Submit an inquiry through the referral form, or email azulmontana@nanocorp.app. Do not include PHI, SSNs, diagnoses, medications, or criminal history in a first contact — use general, non-identifying information. No referral fee, commission, split fee, or inducement of any kind is offered or accepted (Fla. Stat. 817.505 / 397.4873).

QIs Azul Montana a treatment facility?

No. Azul Montana Enterprises, LLC provides supportive, substance-free recovery housing only. It is not a licensed treatment facility, detox center, clinical care provider, medication management site, or assisted living facility. We do not provide or supervise any clinical, medical, or behavioral health services. Residents enter under a Bed License Agreement and are licensees — not tenants — of a structured recovery residence.

QWhat are the house rules and resident expectations?

Azul Montana operates under a written Policy and Procedures Manual. Core expectations include: maintaining complete sobriety (zero-tolerance for substance use on property), following the structured sign-in/sign-out and curfew system, participating in weekly house meetings, completing assigned chores, actively engaging in recovery programming (outpatient treatment, peer support meetings, or equivalent), and treating all residents, staff, and property with respect. Violations follow a written progressive discipline ladder. Certain violations — including substance use, weapons, or violence — carry immediate dismissal under the written Dismissal Policy.

QIs Azul Montana FARR certified?

Azul Montana is actively pursuing FARR (Florida Association of Recovery Residences) certification under Fla. Stat. 397.487, Florida's state-recognized recovery residence certification standard. We do not currently represent ourselves as FARR-certified. We align with NARR Level 2 structured recovery residence standards and are building toward formal FARR certification.

QHow does move-in work and what is the move-in fee?

After an inquiry is submitted and placement fit is confirmed, residents enter under a Bed License Agreement. A one-time non-refundable move-in fee of $250 is due at move-in. All fees — including the weekly license fee (amount disclosed at intake) and the move-in fee — are disclosed in writing before any funds are accepted. Azul Montana pays all utilities, internet, and household supplies. The move-in fee covers administrative costs only and is not a payment for treatment or clinical care. Submit a referral inquiry to start the process.

QDo you provide transportation support?

Yes. Azul Montana provides transportation support in three areas: (1) transportation to the property at move-in to ease the transition from discharge or another setting; (2) transportation to required agency check-ins including probation/parole appointments, drug court appearances, case management meetings, and outpatient treatment sessions; and (3) transition-out transportation support as residents prepare to move toward independent living.
